"Circumstances, those temporary attributes of a person or thing define the State as conditions," in a "manner of standing, position, or a condition,",  but when in the political senses only - The President shall from time to time give to the Peoples elected Information of the State of the Union, and recommend to their Consideration such Measures as the President  shall judge necessary and expedient.
